The telecommunications market in Italy is subject to the directives and regulations of the European Union in order to create a single competitive market and to guarantee equal and non-discriminating conditions for all telecommunications operators.
In 2003, Legislative Decree no. 259 "Electronic Communications Code" (ECC) and New Electronic Communications Code established the main regulations for the implementation and provision of networks and services in the telecommunications sector in Italy.
Licenses and authorizations assigned before that date are valid until their natural expiration
Furthermore, the telecommunications market in Italy is controlled by two bodies: the Ministry of Economic Development - Communication Department, which regulates and assigns authorizations and AGCOM (Communications Guarantee Authority) which verifies the correct application of the rules on the market .
